{"id":639,"date":"2017-11-21T16:10:40","date_gmt":"2017-11-21T16:10:40","guid":{"rendered":"http:\/\/blogs.napier.ac.uk\/rio\/?p=639"},"modified":"2017-11-21T16:10:40","modified_gmt":"2017-11-21T16:10:40","slug":"ref2021-decisions-staff-outputs","status":"publish","type":"post","link":"https:\/\/blogs.napier.ac.uk\/rie\/ref2021-decisions-staff-outputs\/","title":{"rendered":"REF2021 &#8211; Decisions on Staff and Outputs"},"content":{"rendered":"<p><span style=\"font-size: medium\">Having issued its initial decisions on the Research Excellence Framework 2021 on 1 September 2017, HEFCE released its further decisions on staff, outputs and portability today.<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0<\/span> These decisions have been informed by responses to key questions relating to staff and outputs (HEFCE Circular letter 33\/2017) and a survey of staff in scope for submission, to which Edinburgh Napier University submitted a response.<\/span><\/p>\n<p><span style=\"font-size: medium\">\u00a0<\/span><span style=\"font-size: medium\">These decisions cover the following aspects of the exercise:<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> Submitting staff<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> Small submissions<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> Submitting outputs<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> Number of impact case studies required<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> UOA structure and multiple submissions<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> Eligibility to participate in the REF for providers in England.<\/span><\/p>\n<p><span style=\"font-size: medium\">\u00a0<\/span><span style=\"font-size: medium\">The announcement can be accessed here: <\/span><a href=\"http:\/\/www.ref.ac.uk\/publications\/2017\/decisionsonstaffandoutputs.html\">http:\/\/www.ref.ac.uk\/publications\/2017\/decisionsonstaffandoutputs.html<\/a><\/p>\n<p><span style=\"text-decoration: underline\"><strong><span style=\"font-size: medium\">Summary of key elements:<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/strong><\/span><\/p>\n<p><b><span style=\"font-size: medium\">1.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Submitting staff:<\/span><\/u><\/b><span style=\"font-size: medium\"><br \/>\n<\/span><span style=\"font-size: medium\"><br \/>\nAll staff with a significant responsibility for research are to be submitted. The core eligibility criteria is \u2018academic staff with a contract of employment of 0.2 full-time equivalent (FTE) or greater, on the payroll on the census date, whose primary function is to undertake either \u2018research only\u2019 or \u2018teaching and research\u2019. Where this criteria accurately identifies staff with a significant responsibility for research, 100 per cent of staff should be submitted. Where it does not, <\/span><b><span style=\"font-size: medium\">institutions are required to implement processes to determine this.<\/span><\/b><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">Staff should have a substantive connection with the submitting institution (with a statement to evidence this being required for those on the minimum 0.2 FTE contract).<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">Only staff considered to be \u2018independent researchers\u2019 are eligible for submission. Further guidance appropriate to the discipline areas will be issued in due course, building on the generic definition of \u2018undertaking independent research, leading or acting as a principal investigator or equivalent on a research grant or significant piece of research work\u2019.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">The number of Category C staff (individuals employed by an organisation other than a Higher Education Institution (HEI), whose contract or job role includes the undertaking of research) will be captured in the environment element of the exercise. For inclusion, the research undertaken must be primarily focused in the submitting unit on the census date.<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0<\/span> <\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">The census date for staff will be <b><u>31 July 2020.<br \/>\n<\/u><\/b><\/span><\/p>\n<p><b><span style=\"font-size: medium\">2.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Code of practice: <\/span><\/u><\/b><\/p>\n<p><span style=\"font-size: medium\">All institutions are required to provide a code of practice covering the following:<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> The institution\u2019s processes for ensuring a fair approach to selecting outputs.<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2022<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/span><span style=\"font-size: medium\"> Where applicable, the institutions\u2019 <b>processes for identifying staff with a significant responsibility for research<\/b><\/span><span style=\"font-size: medium\">.<\/span><\/p>\n<p><span style=\"font-size: medium\">The code of practice will need to be need to approved by the relevant funding body (Scottish Funding Council for Scottish institutions), with advice from the Equality and Diversity Advisory Panel (EDAP).<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0<\/span> The funding bodies intend to provide guidance and a template to institutions in mid-2018.<span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0<\/span><\/span><span style=\"font-size: medium\"> A provisional Code of Practice submission date is anticipated in Spring 2019.<br \/>\n<\/span><span style=\"font-size: medium\"><br \/>\nA key task for the University will be to develop an appropriate code of practice through institutional-wide consultation.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">3.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Submitting outputs:<\/span><\/u><\/b><span style=\"font-size: medium\"><br \/>\n<\/span><span style=\"font-size: medium\"> The number of outputs required will be determined by the <\/span><b><span style=\"font-size: medium\">FTE of submitted staff<\/span><\/b><span style=\"font-size: medium\">, with flexibility to return outputs from across the unit\u2019s staff within minimum and maximum limits for each individual.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">The <b>average number of outputs required per FTE will be 2.5.<\/b><\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">The number of outputs for each submission will be calculated by multiplying the total FTE of submitted staff by 2.5 (rounding being applied to give a whole number).<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">A minimum of one output<\/span><\/b><span style=\"font-size: medium\"> will be required for each staff member employed on the census date and a <b>maximum of five outputs<\/b><\/span><span style=\"font-size: medium\"> may be attributed to individual staff members (including those who have left). Attributing five outputs to one staff member does not preclude the submission of further co-authored outputs as long as these can be attributed to another member of staff.<br \/>\n<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">4.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Output portability:<br \/>\n<\/span> <\/u><\/b><span style=\"font-size: medium\">A transitional approach is being adopted whereby <b>outputs may be submitted by both the institution employing the staff member<\/b><\/span><span style=\"font-size: medium\"> on the census date <\/span><b><span style=\"font-size: medium\">and the originating institution<\/span><\/b><span style=\"font-size: medium\"> where the staff member was previously employed when the output was demonstrably generated.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">\u2018Demonstrably generated\u2019 will be determined by the date when the output was first made publicly available.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">In general, there will not be a requirement for former staff to remain employed in academia on the census date. Therefore, <b>outputs by staff who have moved into a different sector, died or retired<\/b><\/span> <b><span style=\"font-size: medium\">will be eligible<\/span><\/b><span style=\"font-size: medium\"> for submission.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: medium\">A full set of eligibility criteria for output submission will be issued in due course.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">5.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Open access:<\/span><\/u><\/b><span style=\"font-size: medium\"><br \/>\n<\/span><span style=\"font-size: medium\"> The REF Open Access policy will be implemented as previous set out. Moving forward, this requires outputs within the scope of the policy (journal articles and some conference proceedings) to be deposited as soon after the point of acceptance as possible, and no later than three months after this date from 1 April 2018.<\/span><\/p>\n<p><span style=\"font-size: medium\">Due to concerns around deposit on acceptance, a deposit exemption will be introduced from 1 April 2018 and remain in place for the rest of the REF 2021 publication period. This will allow outputs unable to meet this deposit timescale to remain compliant if they are deposited up to three months after the date of publication.<\/span><\/p>\n<p><span style=\"font-size: medium\">However please remember that we are promoting the <strong>Act on Acceptance<\/strong> message, and University policy is that <b>all outputs<\/b><\/span><span style=\"font-size: medium\"> should be deposited within three months of acceptance.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">6.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Impact:<\/span><\/u><\/b><span style=\"font-size: medium\"><br \/>\n<\/span><span style=\"font-size: medium\"> Submissions will <\/span><b><span style=\"font-size: medium\">include a minimum of two case studies.<\/span><\/b><span style=\"font-size: medium\"><b><span style=\"color: #1f497d;font-family: 'Courier New'\">\u00a0<\/span><\/b><b> <\/b><\/span><span style=\"font-size: medium\">Submissions will include a total of one case study, <b>plus<\/b><\/span><span style=\"font-size: medium\"> one further case study per up to 15 FTE staff submitted, for the first 105 returned (with a reduced requirement above this). <\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">7.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Small submissions:<\/span><\/u><\/b><br \/>\n<span style=\"font-size: medium\"> Institutions will be able to request the exclusion of very small units (fewer than 5 FTE) from submission in exceptional circumstances.<\/span><\/p>\n<p><b><span style=\"font-size: medium\">8.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Staff identifier:<br \/>\n<\/span><\/u><\/b><span style=\"font-size: medium\">Although the Open Researcher and Contributor ID (ORCID) will not be used as the staff identifier for REF 2021, institutions are strongly encouraged to submit an ORCID for all submitted staff. ORCID is likely to be mandated in future exercises.<\/span><span style=\"font-size: medium\">\u00a0<\/span><\/p>\n<p><b><span style=\"font-size: medium\">9.<\/span><\/b><b><span style=\"color: #1f497d;font-family: 'Times New Roman',serif;font-size: 7pt\">\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/b><b><u><span style=\"font-size: medium\">Further guidance:<br \/>\n<\/span><\/u><\/b><span style=\"font-size: medium\">The draft \u2018Guidance on submissions\u2019, consultation on \u2018Panel criteria and working methods\u2019 and detailed guidance on developing codes of practice will be published in summer 2018.<\/span><\/p>\n<p><span style=\"font-size: medium\">The final \u2018Guidance on Submissions\u2019 and \u2018Panel criteria and working methods\u2019 will be published in January 2019.<\/span><\/p>\n<p><span style=\"font-size: medium\"><span style=\"text-decoration: underline\"><strong>Next steps<\/strong><\/span><br \/>\nPlease feel free to cascade this information to staff in your respective Schools.<\/span><\/p>\n<p><span style=\"font-size: medium\">Our next meeting of UoA leaders is scheduled for\u00a0<\/span><b><span style=\"font-size: medium\">early December <\/span><\/b><span style=\"font-size: medium\">where we will be considering the implications of these decisions and planning activity for mini-REF 2018.<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Having issued its initial decisions on the Research Excellence Framework 2021 on 1 September 2017, HEFCE released its further decisions on staff, outputs and portability today.\u00a0 These decisions have been informed by responses to key questions relating to staff and&hellip;
