Earlier this week,\u00a0the\u00a0REF 2021 Decisions on staff and outputs<\/a>\u00a0was published.\u00a0This document\u00a0outlines\u00a0the decisions made by the funding bodies\u00a0about\u00a0some key areas for REF 2021<\/a>, including staff and outputs. These decisions\u00a0were made following\u00a0a\u00a0period of consultation.<\/p>\n

An interesting point in the\u00a0open access section on page 8,\u00a0states that there\u00a0is ‘significant\u00a0progress’ towards increasing the amount of research available open access in the UK. This is good news!<\/p>\n

Then we come to the potentially confusing\u00a0messages about depositing outputs.\u00a0The first rule which comes into effect on 1st April 2018, is that\u00a0outputs\u00a0should be deposited ‘as soon after the date of acceptance as possible’ and within three months of the acceptance date. However, there is also another rule,\u00a0called a deposit exception, which\u00a0will also come into effect on 1st April 2018. This states that\u00a0outputs which are ‘unable to meet this deposit timescale’ will be eligible if they are deposited within three months of publication. What does the phrase ‘unable to meet’ the depositing deadline actually mean?\u00a0Do you need to prove that something outwith your control\u00a0prevented you from depositing your output?<\/p>\n

Confused? The thing to remember is that there are still very definite deadlines here. The difficulty for you is in remembering to deposit your output within the deadline because the consequence for failing to do so means your work will not be eligible for REF 2021. You’ve worked hard. Don’t miss the deadline.<\/p>\n

To get around the problem of remembering to deposit your work within the deadline, get into the good\u00a0habit\u00a0of\u00a0depositing your work as soon as it’s been accepted for publication.\u00a0We’ve been promoting this act on acceptance <\/a>message to all research-active staff\u00a0at Edinburgh Napier University for two years and it’s a good,\u00a0easy message to remember and one that ensures your work will be eligible for inclusion in REF 2021.<\/p>\n

Reading through this document\u00a0the recurring theme is\u00a0‘transitional’\u00a0eg.\u00a0output portability and REF 2021 and\u00a0depositing within three months of\u00a0acceptance or\u00a0within three months of publication.\u00a0It feels like\u00a0we’re being given\u00a0a ‘heads-up’ that after REF 2021 the eligibility rules will\u00a0tighten up\u00a0for\u00a0the subsequent REF.\u00a0The smart money is on the funding councils deciding that deposit within three months of acceptance for publication will be\u00a0the only\u00a0permitted way to be eligible for\u00a0the subsequent REF. But we’re getting too far ahead here!<\/p>\n
