{"id":1249,"date":"2017-01-09T09:50:58","date_gmt":"2017-01-09T09:50:58","guid":{"rendered":"http:\/\/blogs.napier.ac.uk\/open-access\/?p=1249"},"modified":"2017-01-06T13:52:16","modified_gmt":"2017-01-06T13:52:16","slug":"elsevier-germany-and-taiwan","status":"publish","type":"post","link":"https:\/\/blogs.napier.ac.uk\/open-access\/elsevier-germany-and-taiwan\/","title":{"rendered":"Elsevier, Germany&#8230;and Taiwan too"},"content":{"rendered":"<p>So,\u00a0January 2017 has arrived and with it\u00a0access\u00a0to Elsevier journals has disappeared\u00a0for over 60 institutions in\u00a0Germany&#8217;s Deal Project group. The standoff between Elsevier and Project Deal is here. Who will blink first? This is now a very public disagreement watched with great interest by universities, libraries and librarians worldwide. However, it feels like the time has come to have this fight. And a fight is what it is and it&#8217;s likely\u00a0to last for a considerable amount of\u00a0time. Each side is\u00a0making its case with carefully worded statements:\u00a0<a href=\"https:\/\/www.elsevier.com\/about\/press-releases\/research-and-journals\/elsevier-and-german-hochschulrektorenkonferenz-in-ongoing-conversations\" target=\"_blank\">Elsevier <\/a>and <a href=\"https:\/\/www.projekt-deal.de\/vertragskuendigungen_elsevier\/\" target=\"_blank\">Project Deal<\/a>. Interestingly, Project Deal stated that\u00a0many other institutions have indicated that they will not renew their current Elsevier contracts when\u00a0they are due for\u00a0renewal if no agreement is reached by then. Both sides say that negotiations are continuing.<\/p>\n<p>Meanwhile,\u00a0Taiwan has stepped into the ring and now it too is having a standoff with\u00a0Elsevier.\u00a0Taiwanese consortium, CONCERT,\u00a0which includes over 75% of Taiwan&#8217;s universities,\u00a0announced it would not renew its\u00a0Elsevier contract. From 1st January 2017\u00a0access to Elsevier&#8217;s journals\u00a0stopped for CONCERT institutions.\u00a0<a href=\"http:\/\/library.ntust.edu.tw\/files\/14-1025-58346,r1-1.php?Lang=en\" target=\"_blank\">Taiwan Tech&#8217;s statement\u00a0<\/a>makes for interesting reading as they also give their reasons for making\u00a0their decision. They include information showing the year on year\u00a0cost, percentage increase in subscription fees and the percentage of the Taiwan Tech Library budget that this consumes.<\/p>\n<p>How are libraries going to help their customers cope without electronic access to Elsevier&#8217;s current journals? This can only become a gradually bigger problem over time as more journals are published and their customers\u00a0have no access to them.\u00a0Both Project Deal and CONCERT institutions affected by the 1st January cut-off have advised their customers to use\u00a0Inter-Library Loans,\u00a0to check institutional repositories for open access copies, to search Google Scholar or to\u00a0try contacting the author directly\u00a0to obtain a copy of the article they want to read.<\/p>\n<p>Now, if you thought this was only a problem for Elsevier, consider this <a href=\"http:\/\/www.uni-muenster.de\/imperia\/md\/content\/wwu\/faq-dael-projekt-elsevier-en.pdf\" target=\"_blank\">FAQ response <\/a>by\u00a0Project Deal member, the University of Munster:<\/p>\n<p>Has the University of Munster cancelled contracts with other major publishers?&#8217;<\/p>\n<p>&#8220;For the moment, the DEAL project group is only negotiating with Elsevier.
