{"id":1114,"date":"2016-06-07T08:45:51","date_gmt":"2016-06-07T08:45:51","guid":{"rendered":"http:\/\/blogs.napier.ac.uk\/open-access\/?p=1114"},"modified":"2016-06-07T08:46:29","modified_gmt":"2016-06-07T08:46:29","slug":"open-access-to-all-scientific-papers-by-2020","status":"publish","type":"post","link":"https:\/\/blogs.napier.ac.uk\/open-access\/open-access-to-all-scientific-papers-by-2020\/","title":{"rendered":"Open access to all scientific articles in Europe by 2020"},"content":{"rendered":"<p>The European Union Competitiveness Council met on 27th May in Brussels.\u00a0Following\u00a0the meeting, it made\u00a0a major announcement that <a href=\"http:\/\/www.politico.eu\/wp-content\/uploads\/2016\/05\/NLopenaccess.pdf\" target=\"_blank\">by 2020 all scientific articles in Europe must be freely accessible<\/a>.\u00a0EU ministers responsible for research and innovation made a unanimous decision to carry out this significant step which is to get the best possible use out of\u00a0research data. Mr Dekker, Chairman of the group, said &#8220;The time for talking about open access is now past. With these agreements, we are going to achieve it in practice.&#8221;<\/p>\n<p>At the moment, the results of publicly funded research are not available outside universities and institutions.
