\u00a0A major new research project will examine how police-public engagement is\u00a0being changed\u00a0by the use\u00a0of\u00a0new technologies.\u00a0<\/strong><\/p>\n

Over recent years, the ways in which members of the public can contact the police have undergone s<\/span>ignificant changes.\u202f<\/span>As a result, the public is increasingly likely to encounter police<\/span> in ways that are ‘technologically-mediated’\u00a0<\/span>\u00a0<\/span>by<\/span>\u00a0<\/span>new<\/span>\u00a0communication technolo<\/span>gies<\/span>;<\/span>\u00a0such as online reporting of crimes and answering of queries, body worn video cameras, mobile data terminals, and the use of social media accounts.\u00a0<\/span>\u00a0<\/span><\/p>\n

Now,\u00a0<\/span>Dr Liz Aston, Associate Professor of Criminology at Edinburgh Napier University and Director of the Scottish Institute for Policing Research (SIPR), is to be the Principal Investigator leading an \u00a3862,000 E<\/span>conomic and\u00a0<\/span>S<\/span>ocial\u00a0<\/span>R<\/span>esearch\u00a0<\/span>C<\/span>ouncil (ESRC)<\/span>-funded programme<\/span>\u00a0to<\/span>\u00a0explore<\/span> experiences and understanding of such <\/span>‘<\/span>technologically<\/span>–<\/span>m<\/span>ediated<\/span>\u00a0<\/span>‘\u00a0<\/span>contact<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

O<\/span>ver the next three years,\u00a0<\/span>INTERACT\u00a0<\/span>\u2013\u00a0<\/span>I<\/span>nv<\/span>estigating N<\/span>ew\u00a0<\/span>Types of E<\/span>ngage<\/span>ment, R<\/span>esponse\u202f<\/span>And Contact Technology \u2013<\/span>\u00a0will\u00a0<\/span>consider<\/span>\u00a0the perspective<\/span>s<\/span>\u00a0of both\u00a0<\/span>police and public<\/span>.\u00a0<\/span>The study will<\/span>\u00a0consider\u00a0<\/span>ways in which the police can and should design their systems to better reflect people’s needs and expectations.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>\u201c<\/span>We aim to shape policy and practice, with a view to improving service provision<\/span>,\u201d says Dr Aston<\/span>.<\/span>\u00a0She<\/span>\u00a0will be working with<\/span>\u00a0Dr Helen Wells from\u00a0<\/span>Keele<\/span>\u00a0<\/span>University, Dr Megan O’Neill of\u00a0<\/span>Dundee<\/span>\u00a0University, and Prof Ben Bradford at U<\/span>niversity College London<\/span>\u00a0(UCL)<\/span>; as well as<\/span>\u00a0<\/span>new Research<\/span>ers<\/span>,<\/span>\u00a0<\/span>funded by the ESRC,\u00a0<\/span>who will<\/span>\u00a0be based at Edinburgh Napier<\/span>,<\/span>\u00a0<\/span>Keele<\/span>\u00a0and UCL<\/span>.\u00a0<\/span>\u00a0<\/span>\u201c<\/span>W<\/span>e will be<\/span>\u00a0working closely with three police forces, and with various communities in each, as well as with national policing organisations<\/span>.\u201d<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>INTERACT<\/span>\u00a0represents a significant opportunity to impact the landscape of policing policy and practice nationally and internationally<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>O<\/span>ur findings\u00a0<\/span>should<\/span>\u00a0<\/span>directly and positively influence what the police do, and<\/span>\u00a0what the public are able to do to access police services,\u201d adds Dr Aston.<\/span>\u00a0<\/span><\/p>\n

In the UK, the National Police Chiefs’ Council believe<\/span>s the\u00a0<\/span>public\u00a0<\/span>expects policing to join other services<\/span>\u00a0‘online’<\/span>, but while<\/span>\u00a0attention is being paid to what techn<\/span>ology can do,<\/span>\u00a0for the police<\/span>\u00a0in particular<\/span>, the public side of this encounter has barely been considered.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>\u201cOnline reporting\u00a0<\/span>may appeal to some people, or be particularly useful for some crime types,<\/span>\u201d\u00a0<\/span>the team\u00a0<\/span>explains<\/span>,<\/span>\u00a0<\/span>\u201c<\/span>but we do not know enough about how people experience these types of interactions to be confident that they will be of benefit to everyone, in all circumstances.<\/span>\u201d<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>\u201c<\/span>We also do not know if and<\/span>\u00a0how these developments might affect the way people feel ab<\/span>out the police and what they<\/span>\u00a0do<\/span>.<\/span>\u00a0<\/span>We know that when people interact with\u00a0<\/span>officers<\/span>\u00a0they come to conclusions\u00a0<\/span>about the trustworthiness and legitimacy of police<\/span>. But this knowledge is based on research which assumes that most or all contact\u00a0<\/span>between the public and police\u00a0<\/span>happens face-to-face, as it has done for decades. Given that this situation is changing, it is important that we reconsider our theories of public trust and police legitimacy, and if they are both fit for purpose in the current environment and are future-proof against new developments.<\/span>\u202f<\/span>\u201d<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>Research<\/span>\u00a0will also consider what it means for the police to be ‘visible’ and ‘accessible’ in a digital age and assess how the public feel about the different ways the police can be seen and contacted.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>\u201c<\/span>Using a variety of methods our research will develop understandings of police legitimacy in changing times<\/span>\u00a0<\/span>and allow us to recommend ways for the police to stay legitimate in the eyes of the public in the 21st century.<\/span>\u201d<\/span>\u00a0<\/span><\/p>\n
