{"id":899,"date":"2023-05-22T09:08:51","date_gmt":"2023-05-22T09:08:51","guid":{"rendered":"https:\/\/blogs.napier.ac.uk\/social-informatics\/?p=899"},"modified":"2023-05-22T09:47:01","modified_gmt":"2023-05-22T09:47:01","slug":"accepted-information-literacy-lens-community-representation-participatory-budgeting-brazil","status":"publish","type":"post","link":"https:\/\/blogs.napier.ac.uk\/social-informatics\/2023\/05\/accepted-information-literacy-lens-community-representation-participatory-budgeting-brazil\/","title":{"rendered":"New paper: &#8216;An information literacy lens on community representation for participatory budgeting in Brazil&#8217;"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Back in 2019, <a href=\"https:\/\/napier-repository.worktribe.com\/person\/980354\/wegene-demeke\">Wegene Demeke<\/a> and I (<a href=\"https:\/\/napier-repository.worktribe.com\/person\/110770\/bruce-ryan\" target=\"_blank\" rel=\"noreferrer noopener\">Bruce Ryan<\/a>) carried out a research visit to S\u00e3o Paulo City in Brazil, kindly funded by the <a href=\"https:\/\/www.ukri.org\/what-we-offer\/browse-our-areas-of-investment-and-support\/global-challenges-research-fund\/\">Global Challenges Research Fund<\/a>. Our aim was to understand the extent to which participatory budgeting (PB) aids the very poor. The visit culminated in a focus group with members of participatory budgeting councils.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wegene and I have already <a href=\"https:\/\/napier-repository.worktribe.com\/output\/2840703\/lost-in-translation-qualitative-data-collecting-and-translating-challenges-in-multilingual-settings-in-information-systems-research\" target=\"_blank\" rel=\"noreferrer noopener\">published a paper on the challenges presented to researchers by translation<\/a> (Demeke &amp; Ryan, 2020). A second paper, with <a href=\"https:\/\/napier-repository.worktribe.com\/person\/110751\/peter-cruickshank\">Peter Cruickshank<\/a>, examines the information literacies and bahaviours used by the participative council members during the PB process. It is is due for publication in the <em><a href=\"https:\/\/ojs.lboro.ac.uk\/JIL\/\" target=\"_blank\" rel=\"noreferrer noopener\">Journal of Information Literacy<\/a><\/em> in December 2023.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">Using questions established from context-setting interviews with stakeholders earlier in the visit, we held a the focus group in English and Portuguese in January 2019, with eight participative councillors. <em>In situ <\/em>interpretation by two of the Brazilian hosts resulted in a translated transcription of the focus group discussion. Thematic analysis was used to develop insights into information issues faced by community representatives in relation to past findings in this area. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was found that the community representatives face informational barriers to their engagement with participatory budgeting, in <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>learning about their role<\/li>\n\n\n\n<li>understanding the information needs of the communities served<\/li>\n\n\n\n<li>gathering and sharing information about local issues with stakeholders.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These findings allow the refining of <a href=\"https:\/\/infolit.org.uk\/ILdefinitionCILIP2018.pdf\">CILIP\u2019s definition of Information Literacy<\/a> for citizenship to account for the role of community representives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A key outcome of this analysis is the need for future IL research into the interaction of digitally-enabled place and community in shaping the landscape of literacy and the role of hyperlocal representation.
